Deficit System will continue, no posts abolished: Meghalaya govt clarifies after withdrawing SPF notification

SHILLONG, SEPT 17: The Meghalaya government on Wednesday withdrew its order allowing vacancies under the State Pay Scale to be filled through the Structured Pay Framework (SPF), stating that the move is to remove apprehensions among teachers.

According to the fresh notification issued by Education Department Commissioner & Secretary Vijay Kumar Mantri, “Notification No.EDN.9/2026/31 dated 12th August 2026 shall stand withdrawn with immediate effect.”

The August 12 notification, which was issued after approval from the Finance Department, had permitted filling up of vacancies under the State Pay Scale through SPF till FY 2027-28 due to additional financial burden of SPF implementation.

The department said it had to withdraw the order as “the issuance of the aforesaid Notification has resulted in certain apprehensions and confusion among Government teachers, Deficit teachers, and aspiring candidates regarding the status of sanctioned Government and Deficit teacher posts and the future of the existing Deficit System and Government Pay Scale.”

The government clarified three points that the earlier order did not imply: “the existing Deficit System is being replaced by the Structured Pay Framework,” “any sanctioned Deficit teacher post or Government teacher post is being abolished, surrendered or substituted by an SPF post,” and “the existing service conditions, pay arrangements or status of teachers already appointed under the Deficit System or Government Pay Scale are being altered.”

It said the temporary arrangement was only to “meet immediate teaching requirements by deploying/deputing eligible teachers under the Structured Pay Framework through the State Education Mission Authority of Meghalaya (SEMAM) against available teaching requirements in Government Schools, while keeping the corresponding sanctioned Government posts intact.”

Affirming that “the Government remains committed to maintaining the sanctioned strength of teaching posts,” it said the withdrawal is “without prejudice to the sanctioned strength of Government and Deficit teacher posts and without affecting the service conditions of teachers already appointed thereunder.”

The order also made it clear that “The temporary deployment of teachers under the Structured Pay Framework, wherever undertaken pursuant to the policy of the Government, shall likewise not affect the status of the sanctioned posts against which such deployment is made.”
