KJDSTA announces MBOSE to Malki march over DA, CPF, vacant posts

SHILLONG, SEPT 23: The Khasi Jaintia Deficit School Teachers Association (KJDSTA) will hold a procession and rally on September 25 to demand release of dearness allowance, restoration of provident fund safeguards and filling of vacant posts.

KJDSTA president Boswell Pala said teachers will assemble before 11 am at the MBOSE office and march to Malki Ground.

He said the protest is aimed at a government that has “not listened for so long.”

At the heart of the agitation is retirement security. Pala said implementation of CPF and NPS had begun in 2023-24 but the government is now shifting teachers to the Meghalaya Non-Government School and Colleges Employees Centralized Provident Fund Scheme 2026, which the association has rejected.

“It is a scheme with no legal basis. We have rejected it since it was introduced,” Pala said.

On financial dues, the association is seeking release of DA at 51% and 53%, with the 53% slab effective from July 2025, along with arrears of 43% for January-February 2024.

The charter of demands also includes 10% CPF contribution from salary, monthly salary on time, Modified Assured Career Progression Scheme (MACPS) for deficit teachers, and immediate appointment against vacant deficit posts.

Pala said many posts remain unfilled in schools and colleges.

He also demanded restoration of the Board of Trustees to manage funds of teachers appointed before April 2010, alleging the existing board was dissolved.

“There may be one now, but that is not ours. Bring back our Board of Trustees,” he said.

Pala said any attempt to weaken the deficit system would affect education.

“We want to focus on students, not these issues. Government should not do anything that puts the deficit system in danger,” he said, urging serving and retired deficit teachers from primary to college level to join the rally.
